Social security for foreign students


Are you planning to start or continue your studies in France?

Register on the website dedicated to welcoming students, so that we can cover your healthcare costs when you arrive in France.

You’ll also need to do this if you’re a French citizen from New Caledonia or Wallis and Futuna, or if you were born abroad.

1) You register on the site

In anticipation of your arrival in France for your studies, you must apply for affiliation to the French social security system by registering on the dedicated website from Assurance Maladie.

Fill in the required information and submit supporting documents on the website

You are asked to enter the required information:

  • name ;
  • first name(s) ;
  • date of birth ;
  • country of birth ;
  • e-mail address ;
  • postal address in France ;
  • phone number.

You are required to submit the following documents:

  • national identity card, passport ;
  • residence permit ;
  • certificate of school attendance for the current year ;
  • certificate of parental consent (if student under 16) ;
  • IBAN (bank account number) for your reimbursements ;
  • civil status document needed to create your identification number (commonly called “social security number”).

Accepted civil status documents are :

    • a full copy of the birth certificate,
    • a birth certificate with filiation (or any other document issued by a consulate),
    • a family record book,
    • a marriage certificate.
  • International agreements and conventions may stipulate other supporting documents. Please refer to the section below entitled “Other documents required for registration, depending on your country of origin”.

Keep the provisional Social Security number automatically assigned to you by the site and download your provisional Social Security registration certificate.
You can submit any missing or non-compliant supporting documents in your personal space.

Once your registration has been validated, you will be able to download your final Social Security registration certificate (attestation de droits).

If you were unable to register online, call 36 46 (free service + cost of call). If necessary, a customer service representative will answer you in English.


  • If you are affiliated as a family member of an international civil servant to the social security scheme set up by the international organization to which he or she belongs (for example, the European Union social security scheme), you do not need to register on this site.
  • If you are an EU/EEA or Swiss national, you can apply for a European Health Insurance Card (EHIC) from the social security organization in your home country. Go to page List of European Union (EU) and European Economic Area (EEA) countries on the website. As long as it is valid until at least the end of the academic year, this organization will continue to cover your reimbursements. In the event of illness, you will only be required to pay for co-payment, on presentation of this card or the provisional certificate of issue to healthcare professionals and establishments. You do not need to register on the website.
  • If you are a national of the Principality of Monaco, before you leave, ask your Monegasque social security office for a certificate of entitlement specifying that you are covered by Monegasque health insurance. You don’t need to register on the website: when you arrive in France, you can present this form to any healthcare professionals or establishments you visit.

2) As soon as you have your temporary number

You have immediate access to reimbursement of your healthcare costs by the French health insurance scheme (sickness and maternity insurance). In the event of an accident at work or occupational illness, you can also be reimbursed. To find out more, click here: Student: your coverage

You will be given a definitive social security number.

It will enable you to create your ameli account: this is your personal space where you can access all your services from your computer, mobile or tablet, consult your reimbursements, download your certificates, contact an advisor by e-mail…

On this account, you can also fill in the online form to request your Vitale card by providing supporting documents (recent passport photo and ID).

Please note: don’t forget to declare your attending physician, when consulting a doctor in France, in order to be properly reimbursed.

3) Other documents required depending on your country of origin

a) You are an EU/EEA/Swiss national without an EHIC

If you do not have a European Health Insurance Card (EHIC) or a provisional certificate, you can also be issued with an S1 form, which certifies your entitlement to reimbursement of healthcare costs by the social security fund in your country of origin.

Otherwise, you must be able to prove that you have sufficient resources to support yourself and any family members accompanying you to France.

In this case, you must register on the from Assurance Maladie.

You do not need to provide a residence permit, but you can complete your application by sending :

  • the entitlement form issued by the social security organization in your country of residence (form S1);
  • or, failing that, a sworn statement of sufficient means.

Please note

If you are a national of an EU/EEA country or Switzerland, you don’t need a student visa to study in France. You can enter France freely, whatever the duration of your stay or studies. See page Liste des pays de l’Union européenne (UE) et de l’Espace économique européen (EEE) on the website.

However, if you are resident in an EU/EEA member state or Switzerland but a national of a non-EU country, you must produce a valid residence permit.

b) You are a non-EU/EEA national

When you register on the from the Assurance Maladie, you must provide a residence permit.

c) You are a Quebec national

You are coming to France as an exchange student

If you are enrolled in a Quebec university (and not in a French university), you may be covered by the provisions of the Franco-Quebec memorandum of understanding, which allows you to benefit from on-site coverage of your healthcare expenses.

Before you leave, ask your health insurance fund (RAMQ) for form SE 401-Q-106 “Attestation d’affiliation à leur régime de sécurité sociale des participants aux échanges entre établissements d’enseignement supérieur”, and have it completed by your university in Quebec.

This form certifies that you are insured under the Quebec social security system.

To be reimbursed for your medical expenses, you must contact the CPAM in your place of residence and submit your form.

You are registered at a French university

As a Quebec student, insured under the Quebec social security system, you are enrolled in a French institution.

Before your departure, ask your health insurance fund (RAMQ) for form SE 401-Q-102 bis “Attestation d’appartenance à un régime québécois préalablement au départ pour la France”.

This form certifies that you are covered by RAMQ health insurance in France.

To receive reimbursement of your healthcare costs, you must contact the CPAM in your place of residence and submit your form.

d) You are a citizen of the Principality of Andorra

Before your departure, ask your health insurance fund for form SE 130-04 “Attestation de droit aux prestations en nature de l’assurance maladie maternité pendant un séjour sur le territoire de l’autre Etat” (“Certificate of entitlement to sickness and maternity insurance benefits in kind during a stay in the territory of the other State”).

This form certifies that you are insured under the Principality of Andorra’s social security scheme. You may also choose to join the social security scheme in France.

To receive reimbursement of your healthcare costs, you need to contact the CPAM in your place of residence and submit your form.
